CCYC LEADERSHIP
If you have found your way to this site, then you must have heard about, or have already explored, Cape Charles by water. Maybe you are a “been”, “come”, or “stay” here who simply enjoys the camaraderie of other sailors. It is with this in mind that the Cape Charles Yacht Club was founded in 2012 for the purpose of encouraging and supporting yachting in Cape Charles and the surrounding waters; promoting social and recreational fellowship among boaters in Cape Charles; and advocating safety, boating education and etiquette, and responsible marine stewardship. These goals require competent leadership.
Below are the Club's Officers for 2026
Rob McClaugherty
rmcclaugherty@gmail.com
Commodore
Rob was born and raised in the Blacksburg, Virginia area, spending much of that time boating and fishing with his parents on Claytor Lake and the New River, and later learned to sail while at Navy OCS in Newport, Rhode Island. In the Navy, Rob served as a Surface Warfare Officer during operation Desert Storm in the Persian Gulf. Rob and his wife Ann raised their two girls in the Nashville Tennessee area and moved permanently to Cape Charles in 2022 after spending many summers on the Eastern Shore. They enjoy spending time with family, especially their new granddaughter, exploring the Eastern Shore, and boating on Nassawadox Creek.
Hannah Twiddy
Vice Commodore
Hannah grew up sailing on the Pasquotank River in North Carolina, and has participated in races and deliveries around the world. After teaching sailing for over 15 years, she founded the first sailing school in the region, Cape Charles Community Sailing, to follow her grassroots beginning. After 7 years, the sailing school has grown to offer camps, lessons, rentals, a sailing team, and host regattas in Northampton and Accomack Counties. Hannah has a PhD in Kinesiology and Longevity studying International Aging Health in Costa Rica, Australia, and Nepal. She presents international health research and consults on healthy living throughout all stages of life through local foods, natural movement, and intergenerational activities. Catch her teaching yoga and health courses in the area when not sailing.
Nick Lotuaco
Rear Commodore
Nick Lotuaco is the ultimate triple threat: entrepreneur, rookie boat captain, and fun-loving Oyster native. When he’s not navigating uncharted waters (literally), you’ll find him plotting his next big idea or cracking jokes dockside. Equal parts charm and chaos at the helm. “Why just float through life when you can steer it full throttle?”
Dave Hartley
Secretary
A landlocked Midwestern native, Dave escaped to the Bay in 2012 with Donna on their classic Chincoteague Scow before upgrading to a Scout. Dave's Coast Guard Search and Rescue credentials seamlessly transitioned into his official whale whisperer role during the Bermuda-Cape Charles Strong Medicine sailboat crossing. When not on the water, find us camping near the beach.
Elisa Ley
Treasurer
Born and raised in Wilmington, DE, Elisa and her husband Randy fell in love with the Eastern Shore during their first visit in 2020. Elisa’s love of being on the water started with summers in Vermont on Lake Hortonia canoeing her 4 children across the lake every morning to the General Store for their daily treat. Elisa loves sailing on the water during her travels in the Caribbean. The Yacht Club has been a wonderful way to meet people in Cape Charles and have lasting friendships. Interests include Maj Jongg, Bridge, Crafts, Needlework, and Reading
Susan Carrigan
Membership Captain
Born and raised in New Jersey, Susan's love for the beach and outdoor showers started with her family summers in the Hamptons, Long Island. In 2017 Susan retired after 30 years as an Office Administrator for a nation-wide law firm. Moving to Cape Charles, to be closer to her son and family, has been a perfect decision. Joining the Yacht Club has been a wonderful way to meet many new friends. Susan spends her time on The Citizens for Central Park board, gardening, walking and late afternoon visits to the beach with a good book and a glass of red wine!
Maureen Welch
Social Captain
Maureen is a retired telecom executive and management consultant with the good fortune to travel and work abroad. She has always lived near the water and married Arnie Fuog on a 28-foot sailboat in Raritan Bay between 2 hurricanes. While in NJ, she and her husband created a community garden, an events-based arts related 501c3, and a Hurricane Sandy recovery team. They moved to the eastern shore 13 years ago where they restored Eyre Rectory and a historic Cape Charles property. In addition to boating, she enjoys art, design, and travel.
Joan Prescott
Communications Captain
Joan Prescott grew up in New York’s Hudson River valley and learned to sail, and regularly capsize, a Lightning dinghy and WD (Schock) sailboat. Years later in another incarnation she crewed and cruised Long Island Sound in her family's 38-foot vintage wooden power boat aptly named “Revenge”. From 2012 to 2015 she, together with Captain Dave Steward and others, brought the Tall Ships Festival to Cape Charles.
Arnie Fuog
Beverage Captain
Arnie has lived on or around boats most of his life and is currently putting in a new motor for his 22-foot inboard center console dory. He went to college for marine tech and worked at Uniflite Yacht Company, West Sail and AUTEC Navy Base at Andros Island, Bahamas. After 20 years in Santa Fe, NM as a gallery owner and artisan, Arnie moved back to the East coast. He became a Sea Scout captain, teaching kids to sail and he was married on a 28-foot Pearson sailboat in between 2 hurricanes in Raritan Bay. While in NJ, he and his wife Maureen Welch created an art related 501c3 in response to Hurricane Sandy. They recently sold their Cape Charles home and moved back to Eyre Rectory in Eastville. In addition to boating, Arnie enjoys restoring homes and traveling.
